We describe it as "a city of 2,352 people". Isn't that a village, or at most a town?

My perceptions may be a bit warped from China, having a student tell me he was from "a small place" and when I looked it up, finding it was 3.5 million. But,even for North America, I cannot see any reason to call something a city without a population of at least a few tens of thousands. Pashley (talk) 20:16, 20 August 2016 (UTC)[reply]

I've checked Wikipedia, and it lists Spencer as city. As for US city requirements: the US terminology of "city" claims that Spencer may very well be called a city. I do not see why it should be changed.
